     Concerns the resolution of a dilemma which the author poses this way: “the people pay too many taxes, but it is not possible to decrease royal revenues.” Suggests solutions and defends them using quantitative data.

     First concerns the establishment of parliamentary protocol, organization, etc. President was the Duc de Coigny. Public works were extensively discussed, as were issues of taxation. Deputies emphasize the freedom that had existed in earlier days leading the Parlement de Rouen to ask the King to re-establish the ancient États. Table of contents included.

     Original manuscript of a ‘Remonstrance’ starting: “Les gens des trois états de votre souveraineté de Béarn ont l’honneur de représenter à votre Majesté, qu’ils ont resu des griefs qui intéressent essentiellement leur constitution.” . Concerns taxes raised without the consent of the États and the fact that the managing agents have not been informed before the new taxes were registered. Shortly after this intervention the Assemblée provinciale of Pau, including Béarn, was established.

     First edition of the proceedings of the first three sessions. This ‘Assemblée’ and the assembly of Haute-Guienne were the only two to survive until the Revolution. Treats issues of taxation, public works, particularly roads and bridges, agriculture, and commerce.

     Complete set of the best edition, with subject indexes, of the proceedings of the very first Assemblée Provinciale, as planned by Turgot and created by Necker. The distinction between the three orders was practically neglected and the voting was by call. This ‘Assemblée’ and the assembly of Haute-Guienne were the only two to survive until the Revolution. During the years of its existence, the ‘Assemblée’ made important decisions: the ‘corvée’ was abolished and in this respect Berri became an example for other provinces; improvement of waterways, extensively dealt with in the proceedings, was promoted because of the high costs of transport on land; Turgot’s doctrine of ‘liberté du travail’ was adopted. Rare in this complete state. The first two volumes with the half-title: Collection des procès-verbaux de l’Assemblée provinciale du Berri. For the third volume such a half-title was not published.      Shortly before the Assemblées Provinciales were established, conflicts of competence were more and more common. This mémoire treats the jurisdictional crisis that preceded the establishment of the Assemblée in Bretagne. Struggles over financial administration dominate.

     The President of the Assemblée was M. de Talleyrand-Périgord. For some time the Comte de Brienne was a member of the Assemblée. After he became minister of war, he was succeeded by his son, the Vicomte de Loménie de Brienne. La Champagne was among the poorest districts of France, but after 1789 it had become moderately prosperous. The beginning of this development was marked by the above Assemblée.      The Assemblée provinciale of Dauphiné managed to break down the new institutions and to obtain more and more concessions from the King. Finally it was replaced by this ‘Assemblée des États’ which was much more radical. The proceedings were edited by J.J. Mounier. List of Deputies given at the beginning. Proceedings emphasize jurisdictional issues.

     The second of the Assemblées provinciales as planned by Turgot and created by Necker, and, together with the first (Berri), one of only two to survive until the Revolution. There was no indemnity for its members. The freedom of the wine-trade was one of the important issues. Another important matter was the reorganisation of the cadastral administration by Henri de Richeprey, the author of the article ‘Imposition’ in the Encyclopedia of Diderot & d’Alembert. Also agricultural problems were extensively dealt with and old feudal laws concerning landed property were abolished. The meetings and discussions were influenced by the president, Champion de Cicé, a friend and disciple of Turgot. Includes a large folding coloured map, entitled: ‘Itinéraire de la Haute-Guienne’ bound into the back cover.

     Proceedings of the preliminary sessions of the second of the Assemblées Provinciales as planned by Turgot and created by Necker. (see above item). Treats issues of composition, organization, and protocol in the new assemblée, along with questions of taxation and financial administration. The 8vo edition appeared in the same year as the 4to edition and was very likely meant for a wider public.

     Authorizing the inhabitants “à se choisir leurs magistrats.” A response to local complaints that the current magistrates were abusive and had been in power too long.

     Extremely rare, especially with the 3 first volumes. The 4th volume is in the 2nd corrected edition. The President of the Assemblée was the cardinal La Rochefoucauld, but the meetings were dominated by Thouret, who gained more and more influence, becoming president of the Assemblée Nationale in August, 1789.

     The President of the Assemblée was the Duc du Châtelet. The meetings dealt extensively with the militia, mendicity, public works, agriculture. Includes table of contents.

271. LANGUEDOC — PROCÈS-VERBAL de l’Assemblée des États-(Généraux) de la Province de Languedoc. Montpellier, J. Martel, 1777- 1789 . 13 vols. folio. Contemporary red morocco with gilt-stamped ornamental borders, gilt backs with raised bands, gilt inside dentelles, gilt edges.

     Languedoc was the most important among the so-called ‘Pays d’État’, where a certain freedom had been preserved since ancient times. The constitution of the États de Languedoc, which had a striking resemblance with the constitution of Great Britain, assured a dominant influence to the third order. The voting was by call, not by order. Fénelon admired the democratic character of it, and the Physiocrats recommended it. It served as a model for the establishment of the Assemblées Provinciales. In 1763 Adam Smith went to the Languedoc to study the administration of the États. The main figure in the administration was M. Dillon, the third son of the Irish nobleman Arthur Dillon. He was inspired by the ideas of the Physiocrats and the Philosophes, and made the Languedoc an example of liberal government which survived up to the Revolution. In 1776, two years before the first Assemblée Provinciale was established, he obtained from the King the authorization to publish the proceedings of the Assemblée des États de Languedoc, which was done up to the Revolution and formed 13 folio volumes, a monument of historical information. It was printed, however, in 200 copies only, hence the extreme rarity of complete sets.

     Excessively rare complete set of these proceedings, which are of great importance, especially in view of the financial and administrative matters discussed. The King provoked a discussion in order to make clear which changes the local inhabitants would consider as necessary. Arguments in favor of free trade dominate. Bound with eight other pieces relating to the Assemblée, each separately described. Includes table of contents.

     The President of the Assemblée was Malvin de Montazat. An augmentation of the vingtième was refused by a vote of the Assemblée, an act which had considerable consequences. The intendant even tried to forbid the publication of the above proceedings.

     The anonymous author sets out a working schedule for the assemblées, based on the motto: “salus populi suprema lex est”.

     Proceedings of the first session. Concerns primarily issues of parlementary protocol and organization. Sessions were held also in November and December. See next item. Lavoisier was secretary of this first session and did the proceedings. Not mentioned by Duveen & Klickstein, who list the sessions of November and December only.

     Proceedings of the next sessions (see preceding item). Issues of taxation, commerce, manufacturing, agriculture, taxation, and public works, especially roads and bridges, dominates. Lavoisier played an important role here as well (See: Duveen & Klickstein, 289-298). Among the representatives of the third estate was the physiocrat Boesnier de l’Orme. The Abbé Sièyes was a deputy for the first estate. Excessively rare. The pages 409-440 (tableau des Assemblées provinciales et tables) are not present.

     The sessions of this Assemblée were held between December 31, 1787 and January 31, 1788. President was M. de Boisgelin, a friend of Turgot. The meetings dealt with the representation of the Third Estate, the division of the tax burden, and the costs of public works and were extremely turbulent. Pascalis played a dominant role. He was strongly in favour of equality of taxation and contributions to public works. Many of the members of this Assemblée later became deputies in the États-Généraux, the Assemblée Législative and the Convention Nationale.

     Quite interesting proceedings: higher taxes were simply refused. “Le langage habituel de ses procès-verbaux a un caractère d’aigreur assez marqué; on y entend comme les premiers grondements de la révolution qui s’avance,” says the historian L. de Lavergne.
