HEAD. Each document must
have one (and only one) title, which should identify the document
content in a general way. The TITLE is not part of the document
text and cannot contain hypertext links or special markup commands--it
must be simple text.
TITLE can only appear within the HEAD. TITLE is used by browser to form 'hotlists', window titles, history lists, and other navigational aids. It should be reasonable short (less than 64 characters is strongly recommended), and should identify the current page adequately for a user who has not been reading a complex document from "the top down" to get a sense of what the page is. It does not necessarily reflect the 'bibliographic' title of the work being served.
