  Description:
    defines a reference to another location in the current
        document, in terms of one or more identifiable elements, possibly
        modified by additional text or comment.
  Attributes:
        target:  specifies the destination of the reference as one or more
              SGML identifiers
        Data type:  IDREFS
        Value:  Each value specified must be the same as that specified as
              value for an ID attribute for some other element in the cur-
              rent SGML document.
        Default value:  #IMPLIED
        This attribute is optional.
